Custom Fully Electric Coach — From ADR Approval to Australian Delivery
TL Enterprises coordinated a custom fully electric 53-seat coach project for a Western Australian commercial transport operator, from vehicle specification and Australian ADR approval through manufacturing and RORO shipment to Perth.
Project Overview
A client brief, coordinated through to Australian delivery.
TL Enterprises coordinated a custom fully electric commercial coach project for a Western Australian commercial transport operator. The project began with the client’s operating requirements, seating capacity, range and Australian market requirements, rather than a selection from a fixed vehicle catalogue.
TL was involved from the early specification and design stages, connecting the Australian client’s requirements with manufacturing and engineering coordination in China. The scope continued through the required Australian ADR approval process, production follow-up and RORO shipment to Perth.

The Requirement
The client required a fully electric commercial coach configured for its operational brief and the Australian market. The agreed project requirements included:
- Fully electric commercial coach
- 53-seat configuration
- Approx. 400 km range specification
- CATL battery system
- Australian market requirements
- Required ADR approval process
- Client-specific vehicle configuration

From Brief to Vehicle Specification
The project began with the client’s operational requirements rather than a fixed vehicle catalogue. TL coordinated vehicle platform selection, the vehicle specification, seating and layout configuration, manufacturer communication and technical documentation.
As the project developed, the coordination scope included design modifications and the engineering information needed to resolve specification requirements. This approach allows different commercial vehicle platforms and configurations to be explored around each client brief, subject to engineering, regulatory and project feasibility.
Australian Project Requirements
Coordinating Australian ADR Approval
The project was coordinated through the required Australian ADR approval process. TL’s role was to coordinate the client requirements, manufacturer communication, technical documentation, design changes, engineering information and approval-related requirements.
The overall project took approximately 18 months from design and compliance coordination through to delivery. Approval requirements formed part of this wider project program, alongside specification development, manufacturing and delivery coordination.

Manufacturing & Production Coordination
Australian requirements on one side, manufacturing and engineering coordination in China on the other. TL coordinated direct communication with the manufacturer, production follow-up, specification confirmation, configuration management, technical issues, project progress and pre-delivery preparation.
Keeping these workstreams connected helped the client manage specification and production requirements through one coordinated project.
RORO Delivery to Perth
The project continued beyond completion at the factory. Following vehicle production and the required approval stages, TL coordinated RORO shipment to Perth, Western Australia.
Delivery formed the final stage of a connected scope, from the initial brief and vehicle specification through design and compliance coordination, manufacturing and Australian delivery.
Built Around the Client’s Requirements
This project demonstrates TL Enterprises’ ability to coordinate commercial vehicle solutions around a client brief rather than a fixed catalogue. The 53-seat configuration, CATL battery system and approximate range shown here belong to this specific project.
Future briefs can explore vehicle type, seating capacity, interior layout, body configuration, battery and powertrain options, operating range, fleet application and site-specific equipment, subject to engineering, regulatory and project feasibility.
Project Capability
What This Project Demonstrates
Custom Vehicle Sourcing
Vehicle solutions developed around operational requirements rather than a fixed catalogue.
Australian Compliance Coordination
Supporting the project through the required ADR approval process and associated technical requirements.
China-Based Manufacturing Coordination
Direct supplier communication, specification management and production follow-up.
End-to-End Project Delivery
From early specification and design coordination through to RORO shipment and delivery in Perth.
Multi-Model Capability
Different vehicle platforms and configurations can be explored around each project brief, subject to engineering, regulatory and project feasibility.
